I would blame it on RUssian sabotage because I think so far the US has been the only country to not have their ammunition plants or storages attacked by Russian agents. Multiple European countries have, even before 24th of February 2022. Remember, Russia even targets US counter intelligence on US soil. You think a pushy governor is that much of a worry for the fed gov? Nah, that's some 70s conspiracy cinema shit.
