I've done the work - Chris Lyons, makeup artist, did teeth for 5 episodes of Doctor Who, worked on Skyfall and the 2019 remake of Worzel Gummidge.

Michael Jayston was Who (The Valeyard) on TV and Bond on radio. I believe he played a scarecrow on Emmerdale (FARM) for a number of years too, but I could just be bad at Google.
