can you go fishing there or you have to pay to fish like in the USA

You can go fishing wherever there is fish, and it's free,except for the protected areas which are off limits.

I’m watching this video and the amount of trash i see is so disconcerting. It seems like the people there don’t care if they live in squalor. They rather play basketball and wander aimlessly. Where’s the Barangay Captain. ? This is so sad. I pray and hope the Philippines as a nation rise up one day to become a great nation but looking at this we need to have more discipline and educated.
