It can. it's just not available at the outpost. Try instead to put the reactor in place first, then drop the other parts onto it.

also, you canbused the SF40 which is available at the outpost and then go to another staryard to swap to the pinch 8z

@@2SmokinBarrels i got it to work thanks o fyi my outpost on Jamison had most of the parts aside from the engines and everything worked perfectly
