The ULA Atlas-V booster that launched Starliner didn't have a failure. If an Atlas-V booster has a RUD like this, it would be grounded to. The ULA Atlas-V booster did not have any problems with getting Starliner into space. Once in Space, the FAA defers to NASA. Starliner's problems are not life threatening and Starliner has NOT stranded the astronauts in space like some click bait headlines imply. The service modules with the thrusters are jettisoned upon reentry, so if the engineers want to test the thrusters that has the problem, they have to do it while Starliner is attached to the ISS. Four of the five thrusters had their problems resolved before docking and the helium leak was mitigated too. Starliner can return to Earth on 27 of the 28 thrusters. A longer stay was always an option before launch. Suni and Butch are helping the ISS crew catch up on backlogged tasks, so are helping the ISS while the engineers tinker with the thrusters.
