Porto fan here! I know both players very well. The way they think the game is similar, the priority is to always keep the ball (i suppose that fits Arteta´s style of playing) . Both have incredible passing skills, short and long distance, both are capable to control the game with the ball. In terms of decision making, they are way above most players in the world. Bernardo is better, at least for now, in two different aspects. 1vs1 situations. Bernardo has more technical ability with the ball, it´s almost impossible to take tha ball away from him, even though is slower than Vieira. Also, Bernardo is far superior, when it comes to work rate. That´s why Bernardo can work as a number 8 in city, but with Vieira i very much doubt it will ever work. It might work, but he will need strong defensive players alongside him. Fábio is better than Bernardo in the last third. He scores goals very easily with both feet. Also, his shooting ability is insane, from whatever distance. Vieira is one the most brilliant players in world already at assisting for goal. It´s probably not Messi level, but believe me, it´s close. Martinelli, Jesus, Saka will love to have him around...

They are very different. Vieira is way more like De Bruyne than Silva. Only physically is Vieira like Silva, not the way he plays. He’s KDB and Trent-like.
