A little theory that i have is that after Mr. Stitchy had left TIO maybe other creatures lost respect for him, or by TIO probably outranking Stitchy on power or because it was seen as betrayal. And if that does make sense then him appearing as a shadow in certain chapters with his jumpscare sound being a "shhh" can indicate that the isolence is after him or even TIO himself wanting revenge, and he hides and kills everyone who sees him since they can snitch on him for protection or whatever TIO offers and the "shhh" is to sush us about it
