thank you mr. esguerra for asking the right questions and trying to get your guest to answer them fully and honestly. i'm neither happy nor satisfied with sen. binay's answers but it's not the host's fault. he can only go so far to squeeze a proper answer out of her. the way sen. binay responded to the questions goes to show how she's either so out of touch, frivolous and shallow or she's not being forthcoming (or both!). i agree that the current senate building is run-down and an embarassment (just like many government buildings), but the cost is too high that one may reasonably suspect a significant amount of padding in the price tag. most importantly, her 'design and build' reason as to why the cost keeps climbing is utter bull$%&t, among other fallacies and gaslights mentioned (ie not inputting the cost of the building when constructing it, etc). ibig sabihin lang ng 'design and build' is that instead of having a separate architect and engineer to design and build a structure, iisang tao or entity lang ang gagawa. it's supposed to be a more cost-efficient way to build kasi pwede i-package yung cost but there are a lot of horror stories about it because there's no checks and balance, and at worst, the person or entity hired to do the project runs away with the money. so the design and build concept has NOTHING to do with the cost climbing. tama si mr. esguerra, if there's an established budget from the get-go that is usually quoted by the architect and engineer based on their experience and expertise, dapat yun na yun. usually may konting padding na dapat yung quotation for contingencies (like 3-5% on top of the contract price) pero kung maayos na architect and engineer ang katrabaho mo, dapat na-foresee na nila ang mga pwedeng mangyari and they won't come crawling back to you asking for more money. labas sa ilong mga sagot ni sen. binay. don't believe it. and don't get me started on sen. cayetano 🤬

Me budget proposal, me approved budget, POW, etc. tapos me COA to audit. Anong problema? Heistttt...umayos po tayo! Pilipinas kong mahal! To Sen. Cayetano and Sen. Binay pera naming taumbayan ang pinagaawayan ninyo. There are plenty of reasons why renting is better no. 1 would be the source of money is coming from the national budget and it will go back to the govt via GSIS so nothing is loss. Senate capital outlay for that building that will become useless and depreciate within 20 years and who knows we will become a unicameral by that time. Think about the maintenance cost of that establishment. Sayang lang sana naging business area na lang ito then we get taxes and put more jobs.

Mistake No. 1 by the Senate, binigay sa DPWH ang pag manage ng project ng new senate building. Mistake No. 2, the Senate should have hired in the first place a chief architect who is in charge of the whole plan and who will act in behalf of the senators. Mistake No. 3, this should have been within the parameters of a fixed budget isama na nila ang projected 3 year inflation cost.

@21:15 I watched the interview and again, truly brokenhearted and devastated to hear na hindi raw prestigious yung senate hall compared sa iba sabi ni Senator Nancy. Hearing this while knowing na napakaraming pasyente sa public hospitals na nakawheelchair ng ilang araw dahil sa lack of hospital beds, at ilang weeks ngaantay ng schedule for ct scan or mri dhl sa lack of facilities. 23B for a building. There is no way to explain how reasonable that is if you look at the state of health facilities in the country.

It's actually a complex trade-off. But developing strong, effective government institutions is important for a well-functioning society. Robust institutions like the Senate help ensure the rule of law, protect individual rights, and enable the efficient delivery of public services. DepEd still holds the biggest allocated budget in 2023.

You can never perform unless your basic health is addressed. And you can’t have a properly functioning society if you don’t have healthy people. And Deped having the highest budget, what does it have to do with this? Okay, since you mentioned DepEd budget, eh even Prof. Magno knows that students need nutrition para matuto sa school, and nutrition is part of health. It is part of child health, it is part of maternal health. Mothers’ regular prenatal check-ups and vitamins, and monitoring, plus children’s regular check-up, immunization, monitoring. To add, dami umaabsent sa public schools di lang dahil walang pera but because kids get sick and their health needs are unattended. It is basic, you cannot function well in any aspect if you are unhealthy. The prestige of the senate building is no way more important than any health facility in the country. Even the richest person when he/she gets sick will become poor and be left with nothing because of the health care system in the country. No wonder even the health care workers want so bad to leave the Philippines. I don’t blame them. Aanhin mo ang rule of law and rights kung wala na ung pinamumunuan mo? The priorities of the politicians are out of place. I am not a politician but I am a voter. I just hope these politicians do their job and allocate resources where they should be placed. 23B for a building? Samantalang iisa lang ung ct scan or mri sa referral public hospital sa isang city? Kaloka. Parang nobela comment ko pero ang sakit kasi alam mo yon? Kita kasi sya e araw-araw. Try to visit some public hospital some time. I have yet to see a champion of health sa mga nakaupo. It’s devastating.

I think Christian's question as to the total cost to construct the senate building was dodged by Nancy Binay. At the very onset, the proposal should have an indicative amount, for purposes of budget approval, including or excluding the lot. To say that the project concept is design and build does not explain it. The review panel should check documentation evidencing approval. This document, unless approved without due scrutiny, should disclose the amount in question. In parting, these two "honorable" senators acted dishonorably during said hearing. Bad example for the youth.

I don't like Nancy much either since her family is also tainted with corruption apart from being part of a political dynasty, too. It's DPWH kasi that prepares the request for the budget based on cost of building it. 8B was only an estimate, just like when you construct a house may nadagdag na gastos at sa tagal ng construction that spans years, ang cost nyan mag iincrease din. Bastos lang talaga magtanong ung maingay na aso ni Duterte.

Excuse me!! Her dad was really guilty of corrupt practices, barring the attitude of Cayetano. The more I hear ,the less I am in favor of this building. Can the amount be used for other more important things? We have so many other problems other than the construction of this building. What the heck is the difference between 21B and 23B?? I mean, we're already in the BILLIONS!!!! Be concerned not only about the institution, Senator; be concerned about the BILLIONS that you are putting out at a time when that amount is a scandalous expense. Even if you're renting, you are still paying the government...GSIS. Go ahead and construct is you want, but keep the cost down. Binary is not the person to defend this construction.

BE MATURED and INTELLIGENT enough Sen Binay and Sen Cayetano when in senate hearings. Senate hearings must be supported by valid documents. Train your researchers as to appreciating documents. Documents not duly received by the office cannot be presented as evidence.

Wow, around PhP 20B eh uupo lang naman ang mga nakakatawang senador (many of them) & lack the qualifications & integrity. Nung earlier years, sobrang galing ng mga Senador (like Diokno & others) pero lumang building naman ang tigilan nila. In short, hindi angkop/bagay sa mga kasalukuyang senador (except Risa Hontiveros) ang building na costing PhP 20 billions+ at hindi pa tapos after 800 days. Sayang ang gastos considering the poor quality of the current senators like Bato, actors like the corrupt Lito Lapid.

Sana mabasa nila itong mga comments. Nakakahiya itong mga senators na ito. Naturingan pa naman kayong mga taga gawa ng batas at mga kagalang galang na tao. Dapat pa ba kayong irespetong tao. Pare pareho naman ang majority ng senado kung may matino suguro iilan lang. Yong iba tangap ng sweldo, incentives at pakain kain lang at pakuya kuyakoy. Guest mo pala si sen Binay. Ang problema nagpadala siya sa ugali na hindi na ni respeto ang senado. Mahilig magparinig at manghiya. Sana if they have something, should discuss behind camera puede naman sa office nila. O baka naman intentionally na gusto niyang ipahiya si Sen Binay.

Super mahal ang 23billion pesos na budget para sa senate building..professional ethics and integrity of the senate should be maintained..the world witnessed the chaotic organization and very scandalous words uttered ..you can debate but respect should prevail.
