The early 2000s is really showing here. The Chip Skylark character is a reflection of the time that this aired, the hight of boy bands! The Chip Skylark actually is voiced by Chris Kirkpatrick, a member of “NSYNC”. The group that Justin Timberlake used to be part of! I think don’t the group wrote the “My Shiny teeth and me” song but Chris Kirkpatrick did sing it as his voice of Chip Skylark which made it sound like a actual song.

The creator (Butch Hartman) also made Danny Phantom, which they do have necks. I guess it's just the character style.

While I feel bad for how Timmy treated Tootie, the 2000s was exhausting with the "recurring female is creepily obsessed with male character" storylines.
