If there's no custody suite, no identification suite and no investigation taking place at this police station what meetings can possibly occupy the duty inspector for hours on end. Nothing happens at this police station, it has no secrets. The grounds around this police station are public property, if the police wish to restrict public access they need to properly sign, fence and gate it, poor show! If the temporary sergeant ever wishes to become a permanent sergeant I would suggest he learns the difference between private and public property and also learns to treat the public with respect when it is evident that no crime has been committed. However I suspect that this police station is in the process of becoming unmanned and mothballed, the public can expect longer response times as police cars come from further away for emergency calls. The police cars will have to do longer drives with lights and sirens endangering other road users.
