Hey Georgie, that's a great point and also something that I missed, now that I think about it I only considered perks that you can select at Level Up and not hidden/quests perks. Thanks buddy for your comment, its given me some food for thought. On your comment specifically, yeah your right, you can end up doing 10% extra damage across all weapons which is insane. Well you're not wrong, expect in, the perk is a lot more powerful than that. it's not 5% plus damage, it's a flat +5 damage against ghouls with all weapon, and that is HUGE with a fast firing low damage weapon like a minigun or gatling laser. And yeah, due to a bug it offered +5 overall damage against everything, altough it's fixed in the unofficial patch.

I totally agree. I wanted to keep this list to a top 10 only but if I made a part 2 or did an extended list then that perk will be on it. Any flat rate reduction to damage is a great thing.

Cyborg is objectively better than toughness, other than the fact that you can only take it once

Yeah, it does make you pretty resistant to attacks. Combine this with actual armor and you have a solid combination.

Your right, there absolutely are. Did you have any specific in mind e.g. top ten best melee perks, or sneak perks etc. I ask because the perks on this list will benefit pretty much any playstyle because they are generic enough for that.

The weapons I'm using is the Perforator, as you said it's a semi automatic rifle which has an attached scope that you can use. I guess that's actually a fair point. Yeah, you can pause the game and use the Stimpacks, it's something I will have to go and double check for myself. That said, I think that makes the perk even better now. Given that you can heal yourself while taking a bit of a break. Maybe I am looking at it the wrong way but healing up is probably a good thing out in the wasteland.

Yeap, these really are some great perks and when used together it pretty much turns you into a walking and talking tank. I'm happy I managed to get the list right on my side, seems I might be doing something right 😄

Lol yeah, I made my "Perfect" character a woman for the Black Widow perk. It's very useful in combat and conversation

Ha ha it's been years since I have been called a Dumbo. Fair point, thanks for sharing your thoughts. At the time the focus was more on common perks for across builds but even in Sneak mode it does help to do more damage so it's not totally false. Crits may be more likely outside of Sneak but they would do more damaged if compound with sneak attacks but I would need to double check that to be sure. @@TrappedInFallout Just saying if u ever make a builds video say that casuals say INT is the best stat, when in fact its LUK. There is no other way to get crit chance, crit is OP in Fallout I always take Finnesse. CHA is a dump state & often the most useless. INT is actually mid af, usually a character ends up maxxed all across very easily since now the max level is 30, 50 or Infinite.

@@ElDrHouse2010 All fair points, if I ever do make build videos then I will certainly keep that in mind. I am yet to make a single build video yet so it's good feedback takingnon board your suggestion. That said, from a stat point of view I think it depends. FNV and FO3 are offline games therefore your perception of any given stat may differ to someone else's. You may see INT or Luck as a high tier but someone else may not and may consider END or STR to be higher but that's the beauty of playing an offline game. It's all relative and right at the same time 👍

@@TrappedInFallout No. You are giving subjective arguments i'm giving objective ones about how to optimize the POWER of your character. Say you play a mod that makes the difficulty raise x10, same mechanics just x10 health on enemies and they deal x10 damage also Hardcore Survival mode rules ammo has weight, healing over time. The only way to make this challenge easier is stacking crit chance. END in New Vegas is good because of the implants you need 7-9 to get all the implants. STR & END are considerably more mediocre in Fallout 3. In fact STR & CHA are my logical dump stats, I already know what I'm going to use: Gauss Rifle + Chinese Stealth Suit so I learned not to hoard anything I'm not going to use. So I dont need STR at anything other than 1. STR is a money making stat in practice, its for hoarders that sell a lot of weapons/armor, but sadly the money made is limited by how much money NPCs generate every 3 days which very little. STR was much better in FO1 & 2 where it increases a small bit of hp & weapons have a minimum strength requisite that if you don't meet you get notably less hit chance.

@@ElDrHouse2010 For the most part I'm agreeing with your views. I'm also saying that it's an offline game and ones experience is ones own. Yeah for sure a high Endurance would be good in pretty much any build from a point of view of surviving hits. But at the same time another may not agree with that and still be right at the same time because they may never get hit👍. We can certainly have an optimal build where you can carry the most, always perform some pretty solid critical hits but would that also be the ideal build for everyone? Is the best optimum build for Power also the best build? Is ther such a thing as the best Power build? If there are multiple variations of the best Power build, how do we decide which is the top. In an offline game, does it matter as long as your getting to enjoy the ride? In the end the bit the matters is that you cherry pick the perks you want and see how it fits. That's pretty much what I was trying to do but in hindsight I may change things and views. Part of the beauty of playing an offline game I guess 😄👍

I agree. Getting a 10% damage boost is a big impact, especially if you play the game as a female character.

I have to admit that any perk that increases resistance is a good perk worth having and given cyborg increases a few of them it's a great option. Since making this video I ahve always wanted to make a part 2 as there are just so many perks that you can't help but mention. And even some I would consider repeating.

Also, does the almost perfect perk override the maxed out specials you have already by setting them to 9?

Getting the almost perfect perk is a good way to get all your stats to 9 instantly and there really is not reason not to get it at 20 over 30. That said, there are other perks you can take instead and you can also raise your specials without having to take the perk early. Also, if your stats are already at 9 then getting the perk will simply set them to 9. If you have anything at 10 then it will remain at 10.

I guess I misunderstood stood you when you said to get it at level at level 20, and the other perk that raises your specials you have to invest like 5-10 levels, while the almost perfect is far better, it really make me question why they didn’t put it in fonv? I get it it’s kinda op, but then make it a level 50 perk so it’s not available early

@@orest395 FNV more or less forces you to role play and that's why there arent that many perks around specials and they are more around effects. But, it's a good question.

Well, maybe. You see, something I love about the Fallout games is that they are offline so your own gameplay experience is always going to be unique to yourself. So even if you went with perks that are seen as bad perks, for you they may not lead to a bad experience. Sure, you can consider them bad perks but your gameplay experience may turn out to be the best you have played 😄👍 I have been playing for years now so it's hard for me sometimes to not pick from a selection of perks, I would love to be able to pick any perk without my silly mind getting in the way ha ha.

Hi Rulonely, thanks for your comment and question. That's Jingways Shockword and you can get it during the Operation Anchorage DLC and after too as a reward. After you complete the Operation Anchorage DLC and go into the safe room, it will be there alongside a number of other great items.

Thr Almost Perfect perk is a DLC perk and I recall that you need thr Broken Steel DLC to see the perk.

Hey Jimmy, that's a very good point. As a stealth player myself, yes I do crit damage as part of my usual hidden attacks. However Finesse does help to land critical hits for moments when I get discovered and things turn into a normals gun fight. In such instances since your not hidden anymore, Finesse kicks in to help perform critical attacks. So yes and no, it does not help while your sneaking but it can if you get found and need to shoot your way out.

Nope, it's not bad but then again it depends what stat you increased. Personally if your really far into the game then I would say just carry on as a single or few choices would not effect things too much.

I’d love to get this if it weren’t for the high endurance requirement at start. Like to roll just enough endurance to end at a decent unarmed value and fall short if I start endurance that high.

I'm not entirely sure, it's a perk that you pick as part of leveling up. You don't have to do anything special to get access to it either, it should just be there as an available perk. Make sure you go through all perks when leveling up, perhaps there is a requirement that you have not meet yet for it.

@@checkouttheplaylists5316 By chance are you using ano mods, or perhaps an old patch. If not then this sounds like a bug in the game. If yes then perhaps one of the mods or patches might have caused an issue. The educated perk is one of the few early perks that's easy to get and does not require much requirements so it should be there.

@@checkouttheplaylists5316 In that case it sounds like a actual bug in your game. I would suggest you start a temporary new game and see if the issue still occurs. If yes then it's basically broken in your current playthrough. It may be worth checking out and then taking steps from there.
