I'd say so too. He's got the most screentime (both as a ghoul and pre-war) and his story connects everything. Lucy is the audience, more or less, we're supposed to experience everything through her eyes.

1:15 The unnatural bend of the appliance looks like a rubber mask. It's about as realistic as the sentry machine gun missing every shot @ 1:59. You were saying??
