I have another theory about ho-oh and lugia and it is that rayquaza used the red orb and the wind with help of xernues to creat ho-oh and lugia got created by blue orb and the wind but since he was a prototype he was a psychic but he was able to control the weather oh and they were created to balance the land and the sea

even if mew has the dna of all pokemons. all pokemons were made after the universe was made. arceus was made before the universe. he was made before anything was made. plus the reason mews became so rare is because they became other pokemons. basically after the original trio and uxie mesprit and Azelf. arceus made mews. which evolved to the other pokemons. mews are the ancestors to every pokemon EXCEPT arceus, the original trio, uxie, mesprit and Azelf.
