They don't mean 2nd grade as the level of education, but rather "subpar" education, not "first grade". Similar to an A-List celebrity and a D-list celebrity. It is in no way a reference to the second grade level of schooling.

Well, for me it would've been 3rd grade. I remember that nobody, INCLUDING my mother, liked my 3rd grade teacher. But we were stuck with that old bitty because all the other teachers had full classrooms, couldn't transfer out.
