You can unlock it by buying the Hurk DLC. You get other weapons as well.

@@almarosaaguilar2466 Go to settings and enable touchpad on the controller. Then swipe the touchpad in the direction which your pistol is in the weapon wheel while wingsuiting, and you're able to fire it from the shoot button.
