it took barry years to through lightning without running and when godspeed uses his lightning to run. we never see speedsters do that

Thats bc Barry never had the idea to throw lighting until jay garrick "zoloman" showed him in season 2. But since it has been seen that Barry can throw lighting on multiple occasions.Fast track(shitty ass character ) could have seen barry do it anywhere.
