The more interesting question is - how he obtained all that help by Aimes if he had lost all his money? How he managed to trap Cipher and so on and so forth? I think the most plausible explanation is that that vault wasn’t all of Herman Reyes’s fortune, albeit maybe a majority. He must have had a lot of resources hidden for contingencies.
