Avenger is considered the strongest Servant if he was the REAL Avenger, I mean, the REAL Angra Mainyu. He's very weak against Servants, but very powerful against humans. One more thing, Avenger is not "strong in magic". He doesn't even know how to use magic. I can tell more, but it's spoiler...
