Some may say it is bribery, or that they have something on him. In my opinion, and from what I read in his manner of reasoning and answering, as well as his body language, at his level of knowledge, he is devoted to protecting the sitting POTUS, whoever he might be. He seams to be working for team POTUS in the objective of protecting him or her at all costs, no more red and blue, or goodies and baddies, he is protecting the function, even if he has to act against "his own team". Some of the MPs and senators even understand this position, even though they act as if they were mad at him or surprised.
