Disguised Azura wielding an axe in Heroes was a creative decision by the developers to distinguish her between the regular variant, as the disguised one only makes an appearance once in a cut scene for Conquest.

Inigo was never a Dancer and neither is Shigure a "Songstress". It's a creative liberty, and technically it has happened in another version of the world since Outrealms exist just to mess with continuity. :)

The real question is, why does Faye in FE Heroes wield a bow when she was never meant to in Echoes?

You start with the Dark version first if you choose the Dark Songstress costume when you use a special guage. The Light Songstress/Diva would start with the Light version. You alternate between the two everytime you use a special.

Believe it or not, Azura's English VA has never been changed; it's still Rena Strober. Admittedly, a lot of the English cast for Fates characters seem to have issues with consistency in their performance. I sometimes forget that Xander still has David Stranbra from Fates. The most surprising one for me is Misty Lee, who replaced Camilla's Fates VA (Paula Tiso) in Heroes; I think her performance as Camilla in Heroes was top-notch, but then she suddenly changed her performance completely in Warriors. And what makes this all the more odd is that both Heroes and Warriors had their English Dubs directed by the same voice director: Patrick Seitz.

Like in Hero’s you can hear different types of dialogue and there isn’t much to distract the player so they paid more attention to detail on that, but maybe with the other games their is more distractions to the players and so they don’t spend as much time on the voice acting.
