Why did the fed wait so long to take measures to balance the economy out? I’d love to hear his answer since the “timing” keeps him up at night.

How much lower would everything be if US foreign aid stopped until the debt was paid off. All government hiring stops , ( except for replacing retired workers ), and the federal government is reduced. The military is returned from all other countries and put on the southern border. How can the economy be so great if consumers debt is at an all time high ?
