NOT charging her doesn't mean she didn't commit the crimes. How many times was Philando Castile charged with breaking the law? No, that's how they are trained because people are more likely to illegally refuse to identify themselves (when driving a motor vehicle you are legally required to identify yourself when pulled over) once they know why they are being pulled over and have the opportunity to argue against it on the street. How a person talks to you regarding attitude should have no effect on whether or not you receive a citation that you earned as attitude is not against the law. That suggests to me he was threatening tickets for offenses she didn't commit based on attitude so having such a statement on tape could help if anything was tacked on in addition. You don't have to actually do anything wrong to get a ticket, they can cite you for whatever and it's your word against theirs and you know how that will turn out.

Clem,, Since most states yu don't have to provide ID unless being charged with a crime, the cop has no right to demand your ID before informing you of said crime. Most cops use the "asking" tactic.
