In the actual game, you can find Miniguns once in a while (not that they're good past the first part of the game without getting weirdly melee range mods for them. blender blades basically.) and there is no need for Power Armor unless you want the Minigun that's on top of the Museum of Freedom in Concord. You use the Power Armor's strength to rip it off the Vertibird that crashed there... though if your character was built with enough S.P.E.C.I.A.L points put into Strength, they should be able to get the Minigun off the Vertibird without the Power Armor.

You do not need a power armor to hold a minigun.

Knowing the character, he’s probably such an idiot that he thought the Nukacolas were beers. I seriously doubt the animator made such a mistake, especially with how much attention to details he has.
