PVC on the top strand helps and so does flagging so they will see the fence at night. An actual elk jump made from logs or pipe will work better. I just finished welding some that are adjustable height using 2-3/8 oil field pipe. The trick will be to make them low enough so the elk will use them and stop knocking down the fences elsewhere, yet keep the cattle out.

How about you stop putting barb wire up. You could just put regular wire up

I do have a lot of fence with out a top string barb wire, but that is my bull pasture, and trying to keep them in can be hard, so that one is not.
