It is Wall Market after all. The Honeybee that leaned on Cloud was indeed looking better than Aerith in standard, worst and middle outfit. She is about on par in best outfit though. And there was an exact copy of her on stage at the same time! They are used to pretty faces and set their standars accordingly.

Realistically, by the end of the game, it would've been all battered and filthy with all the things she's been through throughout the game (fighting monsters in industrial areas and trekking through sewers).
