Honestly a bargain option for cm i use all the time is obed vargas. 16 years and 65 overall, especially with low division builds he can go up to 89 and higher if played frequently.

i was looking for a cdm randomly and found skipp as if he was young and good rated. He made a big shock to me and went 90 overall with 110 m value while being only 25. Also Benjamin sesko was literally 91 overall while being 23 and a flat 190m crazy
