They always do the same if we recall the recent past, starting from using coal for Industrialization to becoming Nuclear States; as soon as they achieve it, they put bans on those methods which are cost effective to the Developing countries by proving them harmful for Mankind and Nature. Further, they burden them with loans+interests so that they can intervene in policy making by giving orders. So you are correct that they have an old habit of ruling over Non-Whites!
