A lot of pinoys have been using in tha past (until now) ‘fill up’ as the phrase for answering questions on their forms. Thanks for clarifying on this, teacher.

As a native English speaker from the UK, I would just say that forms were always "filled in" and never "filled out" in British English when I was in school in the 1960s. We were taught that "fill out" was an Americanism which should be avoided completely. Older people here still tend to say "fill in a form" whilst younger people, under the worldwide influence of US films and TV, will sometimes say "fill out" as you describe.
