I think the ending is supposed to suggest that she's the one on the outside looking in since she's tapping on the glass the way kids do when looking at an animal exhibit, so it's saying she's not an exhibit or something to be amused or frightened by. The way this message was constructed at the end was a tad bit unclear since the begining didn't start with a scene of kids staring at her at the zoo or something to make it match up with the reference at the end but I think this is likely because the writer/director wanted to avoid that very typical storytelling device of differently abled individuals being teased or bullied in favor of portraying an experience more grounded in reality where the wants and needs of the differently abled aren't always necessarily respected when they are treated differently, albeit with good intentions. In any case I think the recurring motif of her looking out windows adds to the end scene and her arc especially considering how they share a kiss by the lake after she finally takes a step outside instead of being trapped and seeing the world from the other side of glass. This was a very good short.

Actually, disabled people prefer the term disabled or person with a disability. Special needs is just a euphemism and disabled isn’t a bad word.
