Nah I can completely understand the new villains being stronger but they definitely nerfed naruto and sasuke. They were the only ones who could deal with the situations so they had to get rid of them to try to give other characters shine. Creating a jutsu stronger than the strongest otsutsuki would take a lot of time and they didn't have time to train or create new jutsus
