German study is better than others but it's too difficult to approach a destination.

hello please answer this one question, When calculating German grade CGPA do we subtract maximim GPA with our Uni's lowest CGPA or just country avergae lowest which is 2. Because my Uni's lowest passing CGPA is 1.75. and oske sath my german grade becomes 2.39 which is good
