You almost got the meaning of the song as he's addressing the country's government but he also dissed a lot of fellow rappers (Don Bigg in the car scene for ex) and some other kinda silly Moroccan figures. As for the wig scene, he personified and praised a Moroccan girl rapper, singer and artist in general called Manal , saying that she made it BIG with just 2 songs when uve been trying ur whole life but still work for 300£ and that scene was in her music video "Slay" and the other one where he's covered with fabric is from her song "Niya" which I advice u to check out too she's pretty amazing. 🇲🇦❤

"Mostapha tah tah" is a funny reference to a Moroccan KZfaqr that ends his videos with the word "tah tah " which one of it meanings in the Moroccan dialect is " chameleon", which fits the description of politicians who change to what fits their own needs ... that's my guess.
