Because just like English (and many other European languages) adopted a ton of Latin and Greek roots a long, long time ago, Korean (and many other Asian languages) adopted a ton of Chinese roots in the last two thousand years. And just like in English, the pronunciation changed through the millennia. English "beauty" does not resemble Latin "bellitas" all that much any more (and let's be honest, Italian "bellezza" isn't too similar either); people had two thousand years to mangle it. Same with Chinese vocabulary in Korean. The word for rain, 雨, is transcribed as "yǔ" in Mandarin Chinese, spoken in the city of her birth, Beijing; although it represents a sound like German ü (without a noticeable "y" sound). But in Korea, that same word got turned into 우 "u", like in the word 가우량 "ga-u-ryang" (precipitation, but literally "fall-rain-amount"). In Mandarin, 琦 meaning "jade" is pronounced as you say, close to 치 "chi", but the standard transcription of Mandarin, called pinyin, writes it "qí". (Why Q? Because Latin alphabet doesn't have all that many letters, "ch" was already taken for another sound, and whoever was making pinyin chose Q which wasn't otherwise used.) In Korean this word was not used much, except in some names, but we know that the pronunciation changed to 기 "gi" (or in some contexts pronounced as "ki", though not in her name). So just like the name John has many variants throughout Europe's languages (Ioannes, Ivan, Jean, Giovanni...), 雨琦 would be read by Koreans as 우기 "ugi" ("oogie" for English-speaking people). but by her Mandarin-speaking family as Yǔqí ("ü-chee" ish, in kind-of-Englishy spelling). You could say that Yuqi "translated" her name: both Chinese and Koreans can see "rain jade" in her name, but pronounce it differently. Probably because Chinese pronunciation of her name is harder for non-speakers than that of her Korean name, she uses the Korean pronunciation ("Oogie") whenever she is not speaking Chinese (including when she introduces herself in English). For contrast, Shuhua (舒華, in pinyin Shūhuá), didn't "translate" her name, but just wrote down the closest approximation of its sound: 슈화 (Syuhwa). And it is fortunate that her pinyin transliteration also pronounces reasonably close to her real name when pronounced by English speakers. However, if she were to follow Yuqi's lead and pronounce the characters of her name as Koreans do, so that they could understand that she's something like "comfortable flower", she would have turned into 서화 Seohwa instead. It's a wall of text, but hopefully it makes some sense now :D
