All the characters are real League of Legends pro players and they're using the powers of their iconic champion (playable characters from League) picks. The 3 main characters are in their respective regions, China, Korea and EU, fighting against others from their own regions. Brazil and North America momentarily appeared there, too. At the beginning, they're kind of sparring, a reference to the regular season in the regional pro leagues, then they had decisive fights, a reference to the playoffs at regional pro leagues, when they crossed the portal, they're going to meet the best from every region, a reference to the World Championship.

the characters are players but the powers are from characters in the game basically. I recommend you to watch a bit of all the champions :3

The video has professional players using abilities from champions they known for playing in professional play. So yes these “powers” are in the game. League of Legends is a 5v5 moba(multiplayer online battle arena) u pick a character known in game champions and you have to work together with your team to get to the other side of the map and destroy the enemy team’s nexus.
