This is a single fish CFD simulation. It uses biological observations to re-model the fish and its movement during swimming. The fish is moving its body sideways in a wave, the resulting propulsion is just the physical reaction of the fluid. This is an unsteady RANS simulation with 6-Degree-Of-Freedom model allowing the fish to move.
