Easy Fix
1.Go to Control Panel - Programs and Features then Uninstall
- Apple Application Support (32bit)
- Apple Mobile Device Support
- Apple Software Update
- iTunes
2. Go Libraries\Music and delete folder iTunes
3. Install iTunes again
4.Done

@@PanhaBun then it's not a repair. Just a patch and should be common sense. I had been using the same library for since I got my iPod in 2008 and never had this problem. Even when downgrading from 12.9 to 12.3 it gave me this error. 😡
