That's the thing I love about Zack Snyder's approach to comic book movies. He embraces the sheer sense of power and almost terror of certain characters in ways Marvel refuses to do. In other words, he not only makes his characters look powerful, but makes them feel powerful.

Ok so if we are gonna speculate and jump into the shoes of the character, here's what I think. J'onn has always had issues revealing his true identify in the comics, animation ect. Remember in the animated series he reverts to a more humanoid form of green martian to appeal to humans instead of his true martian form. He's always lacked confidence to reveal his true nature. The very fact we are lead to believe that this is the first time he's witnessed WW and Batman in action, you'd have to assume that if you go beyond the movie, he's probably weighing it up here whether to help or hold back. Remember as Swanwick he's got a duty to perform within the US government. That's incredibly important to him as we'd have to assume that he's been living on earth much longer than Supes or even Bats (obviously not Diana) Granted we don't know why Zack didn't reveal him here but all reports state that he isn't coming out in his true form and fighting Steppenwolf in the Snyder cut either. It's said that he'll cameo in his true form in the scene with Lois and Martha (as he's apparently Martha in that scene). So if this is the case, that'll be three movies where he hasn't joined the fight. It's safe to assume that based on three movies, this version of J'onn is protecting his position as General Swanwick. I mean how would the top ranking general in the US military explain his absence in a crisis like this to the president of the United States? I'm only basing my long winded opinion based on my love of the character for over 30 years. The character of the Martian Manhunter is incredibly intelligent but also very private with his true form prior to revealing it. Even when he is outed as the Martian Manhunter he still lives as John Jones. So I'd say it's simply a matter of him believing that him working with the US Government is more beneficial than revealing his identity at the moment. That and he's got a lot of faith in Superman. Now if Doomsday were to stomp all three of the above, and things were looking bad, he'd jump in no doubt. Same with the Apokolips invasion. But yeah, for me? If we're jumping into the characters shoes and we were speculating as the OP is doing, I'd say J'onn is making a calculated risk assessment. One alien has already revealed himself to this world in Superman. That was met with backlash at times and there's still some issues with humanity accepting it. J'onn would be well aware of the risks this would pose if a green Martian turned up on the battlefield whilst the General of the US government has gone missing with a global crisis at hand. Just my thoughts anyway :D
