I'm confused are Flatfile databases persistent storage or non persistent storage ?

Still persistent. Flat file is just where the data is less organised I guess and is usually on a few sheets. These sheets can contain many tables. Whereas a relational database will have many separate tables that are linked through relationships, this is useful as it reduces redundancy.
