Let’s say you’re an idealist that was recently inspired by the ideas of universal basic income, free health care or completely opposite ideas like smaller limited government to let the free market do it’s thing. So you set out to put your plan to change the rules of the game. But you quickly run into inefficient politicians and bureaucrats - the classic problem of monopolies.
We’ve had the agricultural revolution, the commercial and industrial revolutions, but why not a governance revolution? Enter the sea.
Seasteading or floating cities on the sea, where “aquatic citizens” live in modular pods that can detach and join other cities at any time would be in international waters.
Before you call this impossible, we already have cities and other giant structures on the sea. They’re called cruise ships. Japan’s many giant floating airports,the Netherlands, hundreds of amphibious homes, container ships. Shell’s floating natural gas facility that’s longer than the empire state building, nuclear submarines, nuclear aircraft carriers that can stay at sea for 15 to 20 years before refueling. This is the race for the Aquatic Age.
The basic idea behind seasteads starts with the platform. The floating platform can be built out of steel, concrete, or things like carbon fiber, all of which are already used in water-related projects. Once you have the platforms, you can build anything on top of it. Cruise ships are the perfect example of ocean cities. They have more amenities than the average town.
What’s the difference between the Koreas? Simple - the rules, the laws, how they govern over their subjects.
Hong Kong was ruled by the British until they eventually gave it back to China. China was so impressed with the success of Hong Kong that it designated Hong Kong as a special economic zone. Today, Hong Kong has the most expensive real estate in the world and has the second most billionaires in the world behind New York.
Shenzhen, another SEZ in China, has risen to the hardware capital of the world
Singapore doesn’t have many natural resources besides their harbor. They have universal health care yet the government makes more money than it spends. They follow typical English laws yet they dish out death sentences over zoom
Seasteading isn’t the answer to our most complex problems. The answer is more experiments in government.

Great video! I think you kind of missed one thing with the US though. To a certain degree, each of the 50 States is an Special Economic Zone. If the US Reduces the size and Scope of the Federal Government would allow each state to effectively become it's own special economic zone. Also, Cities within each of the states also have a certain degree of freedom as well.

@izoom Yes I think him along with a good amount of other KZfaqrs have helped put this genre on the map. But unlike nerdwriter and everyframe a painting which is more like a lecture I find that Jake tells the story putting you into the subject's shoes. I think that is unique to jake. No one else really does that, or at least that iI know of.

@@emilsingapurcan8054 i think its only tax exempt while making purchases on board and in open waters. Every vessel has to have a national flag flown. So what ever flag is being flown will be the country of origin. Therefore I would assume it would be treated as such for home owning, or more akin to hotel apartment owning.

Probably not. I've been hearing about this since the 70s, and water is an environment that destroys things. I am part of a company that develops marinas, and build float homes, and trust me, the infrastructure required to make things float has to be built on land.

Conventional concrete will last decades in seawater. Concrete made with non-metallic reinforcement like basalt fibers will last much longer, call it centuries. Cement made using Roman chemistry lasts thousands of years. Google it.

@Lisa Stalnaker Steasteads would grow much of their food, and import what they can't grow. Aquaponics and vertical gardens are well established technologies already being used to produce a very large amount of the salmon, tilapia, and fresh vegetables that many people eat today. Some fish farms are in the open ocean, and seasteads would make an ideal platform to operate open ocean fish farms from, being homes and factories and farms located on the ocean. Like any other group, Seasteads would also import things they can't make as economically, perhaps like electronic (components) and clothing, though there would be nothing to stop people from making their own electronics and clothes, along with food and other manufactured goods. If you assume people are incapable of doing these things, how do you suppose they get made anywhere? Frankly many of your assumptions are false. Study the subject further. P.S. Many/most but not all of the Seasteaders are libertarian anarcho-capitalists, who are pretty much the exact opposite of socailists/communists. Libertarians believe in limited/minimal government and maximum freedom that doesn't infringe on the rights and freedoms of others. Anarcho-capitalists believe in providing government-like services using competing, private service providers who compete for customers by providing better service. In contrast, conventional governments are monopolies.

@@LoanwordEggcorn We build docks to last 70 years. There is far more to them than simply concrete. They need flotation, they need piping, they need conduits, they need to be joined to each other. They also need to be able to deal with the abrasion of constant movement, and that is in sheltered bays. This in the open ocean which has far greater movement not to mention storms. How is a joined structure that large going to deal with a swell that puts parts of it sixty to eighty feet apart in height, and do so repeatedly? No offense but you clearly do not understated the problems involved in making structures like this. It is not comparable at all to the Romans building a breakwater on solid land.

@@defenstrator4660 All of your points are valid, and yes, I do understand the issues. It's good to hear that concrete docks can last nearly a century. I assume that's with steel rebar that's probably coated or treated. As we know, a common failure mode of reinforced concrete structures of all kinds is corrosion of the rebar. Using different materials for reinforcement that don't corrode, such as rock fibers, eliminates that failure mode by eliminating the corrosion. Seasteaders are very aware of wave motion and the forces it causes on structures. There are several different solutions to this. The one in the animations is perhaps the least proven of a huge floating breakwater to protect an inner area from waves. Inside the floating breakwater would be fairly conventional, but large, concrete structures basically like barges. On top of the barges would go whatever building or green space one liked. Another approach is to ride above the waves either on a very long catamaran like structure, or spar buoys. Spar buoys have a long thin flotation column, ballast deep below the wave circulation area, a minimal waterplane area near the surface, and a house far above the waves. This is another way to minimize wave interaction. Spar buoy structures have been built and they work incredibly well within their design parameters. It's also possible to have similar deep vertical flotation on a single large structure. It looks like a large platform with thin columns and lots of vertical flotation deep below the surface. Heave dampers are added at the bottom of the flotation columns. The dampers also contain ballast to lower the center of gravity. The structure is dynamically stable sort of like a multihull boat, but with most of the flotation deep below where most wave energy is. An early version of the latter concept called Seadrome led to both modern aircraft carriers, and the semi-sumbersible platforms commonly used in ocean oil exploration today. The latter move through the water like a ship when the horizontal floats are at the surface and are highly stable in waves when the floats are flooded to sink them below the surface. Like Seadrome, semi-subs have vertical flotation columns between the submersible hulls and the rest of the platform on top. The main difference is that Seadrome had much deeper vertical float columns vs shallower horizontal float hulls of semi-subs. Also, Seadrome doesn't have the common failure mode of pumping water ballast around in a semi-sub. Seadrome's buoyancy is static, not dynamic like a semi-sub. All of these ideas were largely unprecedented when introduced and likely few believed they could work. If we don't try new things, we never make any progress. More information is in the Seasteading book, web site, forums, KZfaq channel, etc. I'm happy to answer questions or comments, too, though this forum is a bit inefficient. Lots more answers in the Seasteading forums and book. If you're interested in Seasteading, I'm sure your experience with building and rafting floating concrete structures could be beneficial. P.S. You could revolutionize your dock business by changing from steel rebar to rock fibers. I'll take a small commission for this on the billions of dollars you could earn from this.

​@@jaketran I'm wondering why you didn't mention the slave labour wages that people are paid in China or the theory of surplus value which underpins our current economic system. There was no mention of how unaffordable housing is for the majority of people in Hong Kong, where there is a strict class society and where people live in *cage homes* because real estate is made so expensive. Real estate which is expensive but nobody lives in them because they're just stores of wealth for billionaires. It seems that your metric for how successful these Special Economic zones are is the number of billionaires and how expensive their property is, both metrics which correlate to worse standards of living for the rest of the population, because they have no choice but to work because they often travel hundreds of miles away and only see their families once a year. While these billionaires profit, there are losers, that being the mass of ordinary people because the only way that they can win is to extract the surplus value of their workers. Seasteading is an idea that you seem to have only thought of at its inception, and haven't taken it to its logical conclusion under the current economic and social relations we have. We'll just have cities of billionaires who will do the same thing they've done in London, Hong Kong and New York and buy up the property before ordinary people can, or they'll allow ordinary people to buy the homes and buy the homes of them, we'll just have cities on the sea with nobody living in them because property is a store of value. It doesn't seem you've thought through any of the potential problems with this vision for society, it's just the same shit as before. There is also no consideration of natural disasters, the waste disposal system, the environment where the city will be set up and its inhabitants (animals) and how it will impact their ecology because it could destroy it. These could also just be a massive system of offshore tax havens making existing system look like childs play, and already *$36 Trillion* is held offshore, imagine what it would be like with Seasteading. Your view of human nature is based on a game theoretic environment and the Nash equilibrium. Which is a strategy developed in the *Cold War*, a time of paranoia and distrust of human beings. Humans are not just desire machines who act on their needs and wants, we live in a primitive social economy that appeals to our primitive brains instead of our higher order thinking and our ability to cooperate to make systems that work for *everyone* not just those who are willing to exploit their workers, play on peoples cognitive biases to sell them things or keep them addicted to social media so their data can be sold. Your fundamental view of humans as a *purely* self-interested people is what has lead us to the depravity, corruption and abject evil we see today. With billionaire child sex rings, corporations having more influence in the American government than the people of the country and waves of crime due to the vast inequalities that we see because of the lack of attention that people across the world have been getting. Your vision is just the same old thing, nothing will fundamentally change and humanity will self-destruct. From seasteading's own website: "As events in international waters off Thailand’s coast demonstrated in 2019, seasteaders will need to “flag” their vessels in order to avoid interference by terrestrial sovereigns. This is not merely a question of decoration. Flagging a maritime vessel places it on the official register of the flag country and under its laws. Without a flag, a seastead will have the same status in international waters as a piece of floating debris-or worse, a vessel suspected of illegal activity, subject to inspection and seizure at any patrolling sovereign’s whim."

I was always very surprised that even though everyone wants to build colonies on the Moon and on Mars in extremely inhospitable conditions, nobody seemed to ever consider using the remaining 71% of Earth. Or possibly a 7th frozen continent that is just hanging around.

Cites have to be build like ships to have some speed to them to avoid storms! vertical farming is used widely in Netherlands and the food they grow tastes like sh*t! plus what about meat? @@GreatRetro food can be grown hydroponically and as long as the city is placed away from major hurricane zones or can move as its floating then it should be fine as our weather prediction technology is good enough. Also, keep in mind that Hawaii imports almost all of its food and in the middle of the ocean. So a floating Hawaii.

I feel like some of the hardest things to get through in seasteading, especially modular mobile platforms, would be natural disasters, specifically, hurricanes, high winds, and waves largest enough to tower over any walls like tsunamis. Also satellite internet would be a big drawback personally, here's to hoping Starlink is successful and does not negatively effect orbit/space technology. While the sea is a great frontier yet to be taken advantage of, space will always be the final frontier.

@pyropulse Have you ever had satellite internet? The shit is HORRID. It's slow as hell, barely even 1990's era DSL speeds at best and laggy because you are sending a signal through the atmosphere, bouncing it off a satellite then back to the earth again which distorts the signal the further the distance it is either way and any little bit of weather and you are SOL because you will lose connection.

@@SilvaDreams Starlink is a new technology being deployed by SpaceX that will make satellite Internet anywhere in the world (including on the ocean) as fast and cheap as land based broadband. The science and engineering and production process are already done and the satellites are being deployed by the hundreds every few months.

Regarding storms and tsunamis, as pyropulse mentions, the wave heights of tsunamis in the open ocean are a few millimeters. Tsunamis only get tall where their waves bunch up at shores. Regarding storms, there are many places on the oceans that don't get major storms. A seastead could be located in a place with few storms.

@Ho Lee Shi Starlink is already being deployed in beta testing and will be available globally eventually. These platforms are in protected waters so have some protection from storms. And the location is chosen to not have many storms. Open ocean platforms would also be put in low storm areas.

agreed and not the already rich ones that has had their life, ive been dreaming of floating island cities for yrs but i didn't know about if we had the floating platform tech yet . . . Until i heard that our Norwegian govr are gonna build bridges that uses floating platforms so yeah id say we may have the tools to create it, which will be interesting to see.

I'm not an engineer, but I can tell you that stability on the water is more complicated than just building a large structure. You need to consider the frequency of the waves, which can change. Those people who live on cruise ships must have fabulous immune systems. You will want to carry lots of crackers with you if you are not used to heavy waves.

@@johnl.7754 The ship in question, called "The World" has luxury apartments for long term residents. It's a residential ship with a very stable population, not a mass market cruise ship. You buy the apartment, like on land. And the video said she's living safe from the virus.

Can you talk about relationships between different seasteading cities. What I can see is rich people going to go all into the one same city, and then use their own private military to bully all the other seasteading around them. And who will police these new cities? Lots of problems need international cooperation, like climate change, waste management, and fishing quota. The cruises are already famous for dumping their trash in the oceans illegally, I don't think them being a sovereign entity will help in any way.

Most seasteads would have their own fish farms and vertical gardens to grow food locally for local consumption and to export some as a business. No one reasonable would deliberately pollute their own farms or gardens and thereby harm their own profitable business or damage their own food. Seateads should be good stewards of the ocean environment they live and grow food in because that's also in their own best interests. If one of the successful seastead businesses was tourism, what incentive would there be to pollute the waters that tourists enjoy swimming, sailing, diving in? The technology to not pollute the oceans is both required by International law and easily available. Even larger sailboats have environmentally friendly waste water treatment systems that are economical. They use salt water and a little electricity to sanitize waste with the chlorine from salt, which then reverts back to salt. Seasteads could have security forces, but with a prosperous, peaceful economy, and reasonable rules, it probably would not have much "business". If a sea government became abusive or dictatorial, then people would leave and start a better one. That's the premise behind mobility of homes.

There is an entire trilogy of highly acclaimed (except the second one) fps games explaining why this is a bad idea. Admittedly they were set either on the bottom of the ocean or high in the clouds (the spiritual predecessor was even in a space station) so maybe a few feet on top of the sea is the best altitude.

The problem is not that we don't know how to drastically improve governance, it's that those who are benefiting the most from the current system are the same who are making the rules. And they don't just refuse to make the necessary changes, they also spread disinformation to confuse people about what would be the solution in the first place. "Divide and conquer" still works wonderfully. Maybe we haven't run enough experiments yet to know for sure what's the best system, but we have plenty enough data to make huge steps in the right direction. For example in the US free healthcare and education are controversial topics, but practically everywhere else they are taken for granted and trying to touch them is political suicide. We also know that low taxes aren't necessary for prosperity, on the contrary, the most prosperous and happiest countries tend to have relatively high taxes. Even the US during it's post-war economic boom had crazy high taxes compared to today, when the economy is growing more and more sick and most citizens are poor. It's also crystal clear that corruption and prosperity are mutually exclusive, and that more democracy means less corruption and more prosperity.

not necessarily, democracy doesn't work if the public opinion is formed by the same 6 corporations who all tell the same message and that in turn affects who people vote for, and we can't even choose anyone we want to vote we are given a couple choices to choose from, if US suddenly got free healthcare I doubt the country could handle that, it works somewhere but that doesn't mean it would work everywhere, we do need true democracy. What we need is people becoming more concious and aware to understand how we are being played by the greedy and sick elite it doesn't matter which economic system we have as long as the people in top positions are corrupt nothing will change and the way to get rid of the corruption is raise awareness of it and the corrupt individiuals, theres strenght in masses, we let the corrupt people do their thing, we as big masses could put the stop to it if we wanted.

@@ukko8457 If you have democracy, you don't have 6 corporations ruling everything, because anti-trust laws are actually enforced. And yes, voters should be well informed, but that's a way much harder problem to solve. You can improve education, but that doesn't guarantee that people will be more informed. I don't understand how can someone be invested in an ideology enough to kill for it, yet not enough to look up some basic facts about it, but that seems to be how the majority works. It's probably a major flaw in human psychology (like this : en.wikipedia.org/wiki/Terror_management_theory), which is impossible to fix. At least in the foreseeable future.

What if one city just decides it doesn’t want its citizens to leave and wants to exploit them for labor. :/ Add to that when you can “just leave” how will the people get any power? The second someone is frustrated they’ll abandon ship (if they can) even if it’s a 49-50 vote.

Loanword Eggcorn I wouldn’t say that it’s that hard. A few ideas come to mind for locking people into their government system. It’s naive to act like it would play out the right way unless it was very small and moderated by a large outside power. (Which would defeat the purpose.) Not to mention the resources it would cost every time someone was born, etc. You don’t want kids to have their own platform, since that would be too many resources- or maybe you do? Not to mention everyone might not be able to get a platform, and then do you think the platformless have no rights?

@@jacob9673 I like what you're thinking about landed rights. It sort of gets at Georgism: i.e., who owns the land? However the answer is much easier. A platform is like a houseboat or house. Some people build their own houseboats. Others buy them from a manufacturer. Others rent them until they can afford to buy their own. In this case the "land" is created when the platform is built, and it has a definite owner. For people who can't afford to own initially, there's a market for renters, which creates a business model to build platforms to rent to people who can't afford to buy yet. For a freer economic system, such as 20th century Hong Kong or Singapore, it's much easier for people to start a business and grow their own wealth. Literally millions of people came to Hong Kong with only the clothes on their back and became wealthy or at least comfortable by being able to work in their own business because the costs of living and doing business were so low. (Today the cost of living is very high there, a victim of it's own success, but it's still very easy to start and run a business.) Does every baby get a house when they're born? Of course not. They usually have parents or someone else to raise them who has built up enough capital over time to put a roof over their heads. No large outside power is needed at all. That's the point. If everyone is free to exit, then any bad governments will shrivel up and die. Why would anyone stay with a government that abused them? If a government said people could not exit, then there would be no incentive to join it in the first place. Would you go to a prison to live there by choice? The vast majority of people would choose not to. As soon as a government said people could not leave, then most people would leave immediately, and the bad government would go out of business due to lack of customers. Those customers would have gone to competing governments that treated their customers better.

Great video! The biggest concern I've seen not discussed in the video involves defense. If we set up cities on international water, specifically pertaining to middle eastern or African coasts, wouldn't that make then more prone to attack from pirates? What's your opinion on defense fleets for these cities? Would they have police forces that maintain these fleets, or would this be the job for private security forces, or even a military as the sea cities would be similar to independent city states? Would like to hear your thoughts, but I highly enjoy your idea, again great video!

Couple things: first, read "why nations fail" which goes into this understanding that governance is what matters for success. Next, you are forgetting the reason why nation states and empires emerged. City states cannot exist next to a strong military force. Hong Kong which you just praised just was taken over by China. The sea cities would not be able to compete with navies of empires.

All of this has been thought of. Suggest you read the Seasteading book or web site. Seasteads would start in coastal waters as a special economic zone of a host nation for many years before building up the technology and capital to gradually move into the open ocean. Living on the open ocean would not be able to happen overnight. Also, Hong Kong's problem is that it can't move like Seasteads can.

What will be the economy of this sea cities. I don't see this as a viable option if people there wouldn't be able to make money and give money. Sure they can make money online but is the money big enough to keep them afloat and buy their wants and not only their needs

money is just negative debt. People make it by doing stuff for each other. For any city the question of whether or not people have 'enough' money to satisfy their wants depends primarily on rule of law as mentioned in the video. And a population of broke, unable to work people will have troubles regardless of whether they're on an artifical platform or on land.

The US has 50 separate states each one is it own experience. sure the federal government has its laws but the states really do have most of the nitty-gritty regulations and laws under their purview. One can see this difference most starkly in states like California and Texas. California has oodles of debt while Texas as far more moderate debt in comparison. each State still has a booming economy however Texas is growing faster it’s hard to pinpoint which laws might affect this but you can still look at the general thing and say Texas is model is better.

The video was great as always! But in the case of Haiti it would have been great to find out what their government could have been had the French not imposed a ridiculous punitive debt on them after the Maroons forced the slave industry off the island. A debt that remains to this day. Oh and the nonstop US meddling and toppling of their leaders...

But wouldn't countrys start to claim international waters to take control of the city's a city of let's say 30million could not win Vs the USA and would need food and reasouces from land. Governments might try but as long as its the US or a european government if you threaten violence they cant acquisition land without pissing off everyone in their nations. As per food, I definately think it would be harder especially considering that thers a very limited fish supply in the ocean as of lately, things like aquaponics and special lighting systems greatly improve our farming techniques (see elon musks brother).

Problem is many types of governance can work if you have a small enough population, but many of these types of governance do not scale well. Someone once said that they act like communists towards immediate family, socialists within friends , capitalists within local municipality/state, and libertarian towards federal matters. To have thousands of small floating cities, let's call them "sea-ties" :D, these sea-ties likely wont have high population density or population numbers in the millions like major land-based cities would. In small populations and personally knowing most people around you keeps people accountable and less likely to cheat/steal. Reason? -> "Iterated prisoner's dilemma scenario" comes into play. But in a high population environment where you are unlikely to meet the same person again, the game theory scenario favors the selfish actor.

Someone has clearly never left their western bubble. Try going to an East-Asian city with 10 -> 20 million people in a population density 5x of your home countries capital, or going to India with a density of 10x+ with millions of people and living there a bit. I can assure you people still know each other, not everyone in the city, but those in their neighborhood and everyone looks out for each other.

You are actually not even disproving my point, like I've said the problem isn't your immediate neighbourhood of people you know, but the few strangers who see you as a potential sucker. The "iterated prisoner's dilemma" scenario simulates social interactions in order to see if it's better to cooperate or betray even if both parties are selfish, the proven answer is that it is better to cooperate if the two parties interact over and over again hence explaining the relationships we have within people we know. However, the iterated prisoner's dilemma also shows that if the game is only played once (one interaction), betraying will always give the most benefit to the one who chooses to do so. Single interaction events occur far more often in high populated cities than in smaller cities or in a microcosm such as a neighborhood. Someone has clearly not looked into game theory
