I'm new to golf and this may be a stupid question... but does everyone play by the tap-in rule? He just picked up the ball. I understand it's close, but I didn't think they would allow it at such a large tournament?

Its whether his opponent conceded the hole or not, which he likely did off camera. USGA rules allow for conceding a hole in match play, so I would assume the NCAA follows the same.

It was match play, so your stroke total doesn't matter. You are only playing against one other person and that person can concede the hole whenever they feel they lost that particular hole. If it was stroke play, you have to finish out every single putt even if it's 1 inch.
