Aircraft Maintenance engineer here. Reason why it wouldn’t shut off…engines are designed to continue to draw fuel via suction in the event of a fuel pump failure. Only true way to shut the engine off is to have a shut off valve, to starve the engine of fuel. On most aircraft, it’s known as the spar valve, and completely stops flow of fuel to the fuel pump. Next time you guys do this, get a proper shut off valve in the line.
