Todays Fun Fact: This is a brazilian mod! You can notice by the song title (castigo means grounded/punishment in portuguese) and some of the VA's lines: Candance's brazilian VA - ( 1:37 / 1:47 ) "Eu vou contar para a mamãe! (I'm going to tell mom!)" " Tá de casitgo! (You're grounded!) " Rainbow Dash's also has lines in this but they contain some swearing.

or neither. I’m like 99% sure there was an episode of MLP where rainbow dash did like too many sonic rainbooms or something and ended up in the powerpuff girls universe so I wouldn’t be surprised if she just accidentally got too high and did it again, and now Candace has to deal with it :P

I realized that Candence speaks portuguese at 1:37 saying "Vou contar pra mamãe", that means that she is going to tell her mother, and 1:46 she says "chego", that means stop or that someone has arrived, it also sounds like "castigo" which is punishment in portuguese

Is this based on something? Because it is so specific, rainbow dash smoking on Phineas & Ferb backywars with more anatomically accurate Candence and pixel art style? They use some voice cutting, so I think it can be a animation?
