@@Skibiditoilet10179 to deceive "fate." celestia gave the punishment of the prophecy under their watchful gaze (like khaneriah), however the true hydro archon found a way to circumvent the prophecy 500 years ago by dividing her divinity and spirit/body. the one in blue, furina, is the human form of the hydro archon and is a separate entity from the archon. the one we see be executed is the hydro archon and she's been the consciousness within the oratrice (the judgement machine that can overrule the iudex and powers fontaine). however, the prophecy must occur, so the hydro archon is the sacrifice under her own plan. the power of the hydro archon is then inherited by neuvillette as he's the hydro sovereign/dragon.
