Do you have to tighten the ratchet overtime or can it be done as a one time??

I just need an electric fence to keep the deer out of my vegetable garden. I want to make one about 4-5 ft. tall. How many strands will I need and how far apart on metal posts?

I used to make electric fence using only 2 sets of wire which one of it is fake. Now I see that I'm far of being professional.
