Its the weight of the letter that counts, over 2 ounces you have to add extra postage. So standard weight letters require 55 cents or one forever stamp. The first forever stamps were the 32c liberty bell stamps which will by using those stamps.mail a 55c letter today. Note you saved 23cents on postage costs

Forever stamps were issued for three basic reasons: 1. To make customers happy. People hated having to buy 1 or 2 cents stamps to add to their old stamps after each rate increase. Using forever stamps is NOT Confusing at all, as the video implies. What was confusing came before -- figuring out how much more postage you now needed to add to your old stamps in order to mail a letter. sometimes the rate increase was one cent, sometimes two cents, sometimes more. If your supply of stamps was 4 or 5 years old, you have NO IDEA how much new postage to add to mail a letter at the current rates. 2. Printing up and selling 1 cent and 2 cent stamps did NOT make money for the post office. It also made NO FINANCIAL SENSE for a postal worker at a post office being paid thousands of dollars per year to be standing at a counter selling 2-cent stamps. 3. The USPS issues stamps on a regular basis and it takes many weeks or months to prepare a stamp for sale. If and when the postage rate changes, it could make a newly printed supply of stamps become suddenly almost obsolete and stamps at the new rate have to be hurried into production (at considerable extra expense) to meet the daily demand for stamps at the new rate. It is not always known very far in advance when or if or how much postage rates will increase, so the people actually designing and printing and distributing postage stamps don't usually have much advanced notice. Thousands of man hours of work and thousands of dollars of expense could be lost when the postage rate goes up. 3A -- When the postage rate changes, unused supplies of stamps at the old rate need to be re-collected from every post office across the country and then destroyed. The USPS still spends millions of dollars every year destroying old stamps, but at least forever stamps keep this cost under control much better than before forever stamps existed. The reason cited in the video -- to entice people to buy up stamps in bulk is NOT really one goal of Forever Stamps. While that might bring in short-term revenue, it actually REDUCES the amount of revenue the post office would generate by selling the stamps at the new, higher rates. I was one of those people who bought several hundred dollars worth of Forever Stamps when they were first introduced and the price was 41 cents. Now, when I use them, I gain 17 cents in value, since the current rate to mail a letter is 58 cents. But the post office, having gotten their money for them years ago, gets no revenue from them today, despite having to do the work of delivering that letter today. In the end, Forever Stamps save a lot of hassle for postal customers and save the post office a ton of money they would have overwise spent to deal with a new price increase.
