I can't seem to find any form of misinformation around here as regards the relocation policy. However i think whoever choses to migrate should conduct their own due diligence as it relates to housing,feeding and etc. Most countries expect you to have a place to stay,savings in your account for feeding clothing and shelter

So on the job sites, most of them say they don't offer visa sponsorship and that the applicant must be eligible and have a permit to live and work in Ireland. Would that be a criteria for giving one a job offer?

You don’t need sponsorship, just apply for the job. Then you sponsor yourself. You can let them know that you don’t need sponsorship
