David Burke Think you need to look up -- expanding bullets are banned from international warfare. That isnt universal ban as you interpreted my comment as. This means you cant use them in warfare and that has been World Law that all powers agreed to since 1899-- Hague Conventions of 1899. America and British Empire didnt want them banned but other powers did so it was. Banned from Warfare not from police or domestic use

Again, saying a treaty bans something is great. However, it only applies to those who are a party to the treaty. If Iraq, Iran, and a few other Arab countries got together and signed a treaty saying the world has to live under sharia law said treaty would be worth less than the paper it was signed on, it wouldn't become "world law" as you put it.

David Burke That would never happen and completely nonsense example.A better example would be to say if they came to an agreement about using cluster weapons. However any agreements, declarations etc they already signed would prevent them if it was blocked in those laws and if public opinion in lots of countries, especially allies became hostile to them. Fighting against such cruelty that was inflicted and cant easily or without no consequences be inflicted anymore, but obviously with american, britain and great powers they can protect themselves. Does not mean Laws will be followed and enforcement is merely a lack of will and vetos blocking it, powers protecting allies. Ignoring Law can lead to some consequences. Not only consequences in war but in diplomacy, trading etc. As well as consequences with other countries that will then start to ignore agreements they made etc and then war. So the idea that International Law is invalid is dangerous. Imagine if Chinese soldiers started to use Controlled Fracturing bullets on American Soldiers if conflict erupted or chemical weapons of great cruelty. Whilst if they are not used then both sides will maybe leave them. Obviously sure many powers still use them secretly-- but that does reduce how much they can use if they have to hide it-- which is happening because of the law(s).
