Nothing they can do to his current kit will fix him or make him viable; his current kit as a fundamental CONCEPT just doesn't work in Brawl Stars anymore. If he's getting a rework similar to Penny's (not including all her visuals and design revamp), then it would be pretty outrageous, considering how long we had to wait.

Alr his rework is that he attacks way faster when his Hp goes down which will help him greatly cuz people love targeting and killing franks as well as his new hyper charge that is extremely hard to dodge because of the 360 range. No way he’s f tier anymore might even be meta
