I don't know, both can be ruthless. Punisher has every weapon firearm skill imaginable, but Todd was trained by Batman, and also is skilled firearms and other lethal weapons, he also came back from the dead. I'd give Todd the edge, basically because he's a lethal version of Batman.

Seriously though this is a good one because knowledge is power but Nabu is so old compared to Dr.Strange remember there is no such thing as chaos magic until there is which is something Nabu deals with as his job. In the end I don't think Dr.Strange is knowledgeable enough to beat Nabu on a equal board, but I do believe he is more powerful if only inside the Marvel universe. So are they fighting where the Living Tribunal can intervene? Or perhaps they are fighting in the tower of fate? Can Dr.Strange access all of his artefacts or do the ones that auto-win him the fight take to long during the fight? Are we stripping them of everything but their spells and bodies? Pre-retcon Dr.Strange had a spell for every situation he stood his own with cosmic entities so a similar being from another universe would be a very real enemy to be defeated because no matter what Dr. Fate brought to the table he was still limited by his wearer, something Pre-retcon Strange never really had to worry about. That is my opinion on it.

It also heavily depends on what version of the character and how well they are written.

Unlike Batman and Juggernaut, where one could be doing something evil, and the other would want to stop him, these two do not have a pre-disposition to fight. I think in the case of 2 "good guys" the reason needs to be addressed in their weaknesses, as I believe it can swing the fight in one or the other's favor.
