Would suggest using 8 mm acrylic sheets or glass to replace the paint bucket, silicon can bond really well with glass . Advantage of glass would be ability to monitor the inside and attain perfect vaccuum. Disadvantage would be gradual algae growth inside the tank and also the handling and placing of glass tank. You did a good information project to your friends and I really thank you for doing this. I believe the fact involved here is :- The tank body must be very strong and 100 % air tight ( leak proof ) when water starts draining out after it is filled and closed the two valves used to fill one and the othen to let air out of the while filling. The theory is while water is draining out it creates stong vacuum in the tank which helps to suck the water through the foot valve. Note at this time if the foot valve is restricted with air tight without water flow the plastic tank loose its shape with atmospheric pressure and this the reason for air leaks.

As far as my understanding is that gravity will pull the water out through the bottom outlets pipe resulting a emptiness/ vacuum inside the barrel. Which resulting a pressure difference inside.
